Bear Oak: The Pennsylvania Oak That Needs Fire

Walk a Centre County sand barren or a Pocono ridgetop a few weeks after fire and the bear oak looks finished. The stems are black. The leaves are gone. Ninety to ninety-seven percent of the shrubs in Pennsylvania scrub-oak communities are top-killed by those burns. Then the root system answers. New sprouts come on so thick that researchers have counted 50,000 to 100,000 stems to the acre after fire or cutting. That is not fire resistance. That is fire dependence, written in a shrub.


What Bear Oak Is

Bear oak (Quercus ilicifolia) is also called scrub oak, the name Pennsylvania's Natural Heritage Program uses for the communities it dominates. It is a deciduous shrub or small tree in the red oak group, usually 3 to 30 feet tall, with short-lived stems and a long-lived root system that can carry several generations of those stems. The species name means holly-leaved. The leaves are stiff, deeply lobed, and often bristled at the tips, which is how most people pick it out of a thicket.

It grows on sandy, rocky, well-drained, nutrient-poor soils. In Pennsylvania that usually means rocky ridgetops and sand barrens, not the deep Piedmont loams of the Brandywine. The Scrub Oak Shrubland community is most common on the Pocono Plateau from Schuylkill County east to the Delaware Water Gap, with other mapped stands from Centre County south to Bedford and Fulton. Pitch Pine-Scrub Oak Woodland, where bear oak forms a dense understory under drought-stunted pitch pine, is rarer still. The Heritage Program ranks that community S2S3 and calls it fire-dependent and in decline from a century of suppression.

You will not find bear oak thickets along most Chester County creek bottoms. You will find them when you leave the Piedmont for the Poconos, Michaux, or the Centre County barrens. The lesson still belongs here. Bear oak is the clearest living demonstration of a rule that also governs the canopy oaks of southeastern Pennsylvania: oaks are a fire genus, and fire exclusion slowly writes them out.


Resistance Is the Wrong Word

Forest talk often treats "fire-adapted" as if it meant "does not burn." Chestnut oak and many mature canopy oaks do carry thick bark and high crowns that let them survive a surface fire as standing trees. That is resistance.

Bear oak does the opposite. Its stems are thin. Typical diameters run 2 to 6 inches. A March prescription fire in Centre County top-kills nearly every aboveground stem. An April 1969 headfire in a Pennsylvania bear oak woodland top-killed every shrub and every tree under 8 inches in diameter. The plant is not armored against fire. It is built to be beheaded by fire and then to spend the capital stored in a massive taproot.

Excavations in the New Jersey Pine Barrens found that taproot commonly 2 to 4 inches thick and sometimes 7 inches, sending stems up from a root crown that sits just below the soil surface. The stems last 20 to 30 years. The root system lasts much longer. After top-kill, vegetative sprouts appear within weeks. Seedlings are scarce. The established root captures the short flush of nutrients after a burn far better than a new acorn can.

That is resilience, not resistance. Confuse the two and you will manage the plant as if the goal were to keep flames off it. The plant needs the flames.


What Happens When Fire Stops?

Bear oak is extremely shade intolerant. Shaded shrubs in a North Carolina Table Mountain pine stand stayed under 3 feet tall and produced no flowers or acorns in the year they were watched. Persistence depends on periodic top-killing disturbance. The USDA Fire Effects Information System puts it plainly: the bear oak cover type is maintained by frequent top-killing, and habitats are fire-maintained subclimax types.

Remove the fire and succession does the rest. In western Rhode Island, bear oak made up 93 percent of understory density on sites burned 25 to 30 years earlier and only 4.7 percent on sites that had gone 200 years without fire. It was absent from the unburned overstory. In North Carolina, populations declined 24 percent from 1984 to 1997 as succession advanced under fire exclusion. In southern New Jersey, frequent killing fires were what held pitch pine-bear oak stands in place. Without them, tree oaks and then hardwoods took the site.

Pennsylvania's Heritage Program says the same thing about our own barrens. The primary threats are succession and fire suppression. Many of the rare moths, butterflies, and open-barrens plants that live with bear oak are early-successional species. When the shrubland closes to forest, they go with it. Pitch Pine-Scrub Oak Woodland is already uncommon, patchy, and sliding for exactly that reason.

Fire intervals in bear oak habitat are not a single number. Published return intervals run from about 5 years in open shrublands to 60 years in some closed types. New Jersey pine-plains work often cites 6 to 8 years to keep dwarf pitch pine-bear oak. DCNR's Michaux State Forest plan for the Big Pine Flat barrens calls for burns every 5 to 15 years to hold the pitch pine-scrub oak type. The common thread is periodic top-kill, not annual burning. Repeated severe summer fires in successive years have eliminated bear oak from Massachusetts plots. The plant needs a fire regime. It does not need to be burned every year.


What Fire Gives Back

The Pennsylvania numbers are old and still the best local evidence. After low-severity March fires in Centre County, bear oak sprout density in the first postfire year ran many times higher than on unburned sites: 32.9 stems in scrub oak, 16.0 in scrub oak/aspen, 22.2 in scrub oak/pitch pine, against unburned counts near zero to 1.8. Aboveground production jumped from roughly 15 to 20 kilograms per hectare on unburned plots to more than 150 kilograms per hectare three and four years after a single burn. Crude protein in the foliage rose. White-tailed deer noticed. They browsed 43 to 57 percent of stems on first-year burns, versus about a quarter of stems on unburned and older burns.

Acorns tell a different clock. Centre County burns produced no acorns in the first two postfire years, even while unburned plants were fruiting. Flowering and mast come back as the new stems age. Peak acorn crops in New Jersey work often land on stems about 4 to 9 years old, and production is far higher in the open than under pitch pine shade. Burn too often and you keep a browse thicket. Wait too long and you lose the light that makes both sprouts and acorns.

That mosaic matters for wildlife beyond deer. Ground-shrub birds in Centre County tracked bear oak density. Rare barrens moths and butterflies need the open structure fire maintains, which is why the Heritage Program tells managers not to burn an entire site in one year. Leave unburned refugia. In northeastern Pennsylvania scrub-oak barrens, snowshoe hares avoided burns for the first six years and began using them at year seven, with survival rising in older burn habitat. Fire works here as a rotation, not a single event.

The same rule sits behind prescribed fire in Pennsylvania upland oak forests and behind the fire-suppression paradox. Canopy oaks on the Piedmont hide the mechanism under thick bark and a longer interval. Bear oak does not hide it. Top-kill it, and it answers. Shade it, and it fades.


How to See It, How to Keep It

On a ridge, look for a low, often impenetrable oak thicket on thin, acidic soil, sometimes under scattered pitch pine, with blueberry, huckleberry, sweet-fern, and bracken in the gaps. After a burn, look for blackened stems and a carpet of new shoots from the same root crowns. That flush is the management target, not a failure of the fire.

Where bear oak still holds a site, the Heritage Program's advice is the right one. Fire is the optimal tool. Cutting and soil scarification can mimic some of the effect where burning is not feasible. Plans should keep more than one successional stage on the same barrens, and they should leave unburned ground for the insects that cannot fly away from a single large fire. DCNR is already using that logic on the Big Pine Flat complex in Michaux State Forest, pairing mowing with a 5- to 15-year burn rotation to restore a fire-dependent habitat type.

For landowners and municipalities in southeastern Pennsylvania, the practical takeaway is not that you should plant a Pocono shrub in a Piedmont woodlot. It is that fire dependence is not a western idea and not limited to barrens. Mesophication of oak forests is the same process, slowed down and spread across richer soils. Bear oak just runs the experiment in public, on a 20-year stem.
